On July 15, 2024, Assembly Bill (AB) 2731, sponsored by Assemblymember Carrillo, was signed into law by Governor Newsom. This change allows the addition of qualified carbon dioxide capture facilities as a new, eligible project type for the issuance of private activity Tax-Exempt Bonds within the CPCFA Bond Program.
A recent report by the Lawrence Livermore National Laboratory and the Clean Air Task Force identifies carbon dioxide capture storage as a tool that can be helpful to California’s goal to become carbon-neutral. At this time the only projects of this type that we are aware of being planned for California are pilot projects funded by the National Energy Commission. Adding carbon dioxide capture facilities to our qualified project list places CPCFA in the position to assist in financing projects as the technology emerges.
SACRAMENTO – State Treasurer Fiona Ma today announced the approval of an interagency agreement between the California Pollution Control Financing Authority (CPCFA) and the California Energy Commission (CEC) to implement the Zero-Emission Heavy-Duty Infrastructure (ZEHDI) Loan Pilot Project to incentivize lenders to finance the installation and maintenance of electric charging and hydrogen fueling stations for zero emission heavy-duty vehicles. SACRAMENTO – State Treasurer Fiona Ma today announced the first round of grants under the $50 million California Investment and Innovation Program (Cal IIP) has been awarded to 63 Community Development Financial Institutions throughout California. Sacramento – State Treasurer Fiona Ma and the California Air Resources Board (CARB) announced today that the California Pollution Control Financing Authority (CPCFA) and CARB have successfully supported small businesses in purchasing over 40,000 cleaner trucks via the Heavy-Duty Vehicle Air Quality Loan Program. With 40,000 cleaner trucks on California roadways, it is the equivalent of removing over 13 million passenger cars from the road and 182 tons per year of particulate matter.

SACRAMENTO – California State Treasurer Fiona Ma joins with California Governor Gavin Newsom and the California Infrastructure and Economic Development Bank (IBank) to announce the United States Department of the Treasury awarded the State of California $1.181 billion in State Small Business Credit Initiative 2.0 (SSBCI 2.0) funding. SSBCI 2.0 was reauthorized and funded as part of The American Rescue Plan Act signed by President Biden on March 11, 2021. The California Pollution Control Financing Authority (CPCFA), chaired by Treasurer Ma, and IBank jointly applied for SSBCI 2.0 allocation based on their successful programs for the original SSBCI which ended in 2017: CPCFA’s CalCAP for Small Business and CalCAP Collateral Support Program and IBank’s Small Business Loan Guarantee Program.

Sacramento – State Treasurer Fiona Ma announced the sale of $15,595,000 in tax-exempt new money and refunding notes, financing solid waste disposal handling equipment and facilities in Sacramento County. The California Pollution Control Financing Authority (CPCFA), chaired by Treasurer Ma, issued the tax-exempt notes, on behalf of Atlas Disposal Industries, LLC (Atlas). In addition, as a small business with approximately 155 employees, Atlas received an award from the CPCFA Bond Program’s Small Business Assistance Fund to assist with the costs of issuance.

The EV charging stations were installed in a collaborative partnership with state, local and private agencies, including the California Pollution Control Financing Authority (CPCFA), the California Energy Commission (CEC), the Strategic Growth Council, the San Joaquin Valley Air Pollution Control District, Fresno Metro Black Chamber of Commerce, Green Commuter, the Fresno Housing Authority and others.This is one of the largest clusters of EV chargers in California.
